Under the “sensitive leadership” of Putin, the countries of the Collective Security Treaty Organization (CSTO) advocated “the creation of a sovereign Palestine within the borders of June 4, 1967, with East Jerusalem as its capital, based on a two-state formula.”

What is the CSTO and who participated in the summit?

The CSTO (Collective Security Treaty Organization) is a military bloc created under Russian leadership in 1992. It includes six countries:

  • Belarus
  • Kazakhstan
  • Kyrgyzstan
  • Tajikistan
  • Armenia (however, this time Armenia did not send its representatives to the summit as a sign of protest against the passivity of the CSTO in the conflict with Azerbaijan).

The summit in Astana was attended by the leaders of five countries: Vladimir Putin, Alexander Lukashenko (Belarus), Kassym-Jomart Tokayev (Kazakhstan), Sadyr Japarov (Kyrgyzstan) and Emomali Rahmon (Tajikistan).


CSTO Declaration: key points

The CSTO joint declaration came as a surprise to many observers. Despite Russia’s military aggression against Ukraine and its support for terrorist groups in the Middle East, the organization declared “support for the creation of a Palestinian state.”
