On November 6, 2025, the Embassy of Israel in Ukraine announced that several groups of Ukrainian specialists are participating in training in Israel.
The program covers areas of public safety, traumatology, and disaster recovery — fields in which Israel has accumulated invaluable experience.
These initiatives are supported by the MASHAV agency, operating under the Ministry of Foreign Affairs of Israel.
This division has been implementing international humanitarian programs for decades — from disaster medicine and psychosocial support to rural development and environmental sustainability.
The essence of MASHAV’s mission is simple: to help countries not only respond to disasters but also prepare for them in advance.
Where Such Programs Take Place
According to open data, MASHAV conducts training for specialists in leading medical institutions in Israel, including the Rambam Health Care Campus in Haifa — a major center for traumatology and crisis medicine.
There, a course called Developing and Organizing a Trauma System and MCS Organization is offered, dedicated to building emergency response systems.
The program combines lectures, disaster modeling, and analysis of real cases.
Classes are conducted in English and are designed for practicing doctors, nurses, rescuers, and emergency service coordinators.
It is not specified whether Ukrainian specialists are participating in these specific courses, but the format and topics coincide with what is described in the embassy’s message.
This means it is about the very practices that Israel shares with partners around the world.
International Cooperation and Humanitarian Exchange
According to MASHAV, from 2022 to 2024, more than three thousand specialists from Ukraine — doctors, psychologists, representatives of civil protection services — have undergone training in Israel and online.
About two hundred and fifty people participated in in-person seminars.
These are not just numbers: behind each one is a doctor or rescuer who then returns home with specific tools to act in crisis conditions.
Israel does not limit itself to supplying equipment or medicines — it transfers a system of thinking, where medicine, psychology, and civil security work as a single organism.
This experience is especially in demand by Ukraine today.
