This is likely the first humanitarian aid that Israel has provided to a foreign state since the Hamas attack on October 7, 2023.
By order of Israeli Foreign Minister Gideon Sa’ar, the Ministry of Foreign Affairs is preparing a new humanitarian aid package for Ukraine. It will include modern drinking water supply systems to provide water for hundreds of thousands of people in regions where infrastructure was destroyed by Russian bombings.
The Israeli Ministry of Foreign Affairs announced this on July 4, 2025.
“At the direction of Foreign Minister Gideon Sa’ar: Israel will provide additional assistance to Ukraine. Water supply systems will be delivered to hundreds of thousands of people in areas where water infrastructure was damaged by Russian bombings.”

“Foreign Minister Gideon Sa’ar informed the Ukrainian Ambassador to Israel, Yevgen Korniychuk, yesterday (July 3) that he had instructed his ministry to provide Ukraine, through MASHAV (Israel’s national aid agency within the Ministry of Foreign Affairs), with an aid package that will provide drinking water systems for hundreds of thousands of people in areas affected by Russian bombings.”
“The aid package will be allocated from the Ministry of Foreign Affairs budget. It will consist of several water supply systems, each able to provide water for tens of thousands of people. The drinking water systems will be installed in Ukraine’s eastern provinces—areas where infrastructure was damaged by Russian bombings and the population suffers from water shortages.”
“This aid package complements the humanitarian assistance Israel has been providing to Ukraine since the outbreak of the war in February 2022. As part of this assistance, Israel operated “air and ground bridges” to Ukraine delivering food, medicine, and other essential supplies; a field hospital was established at the beginning of the war; and during the first quarter of 2025, hundreds of electricity supply units were distributed in regions affected by bombings.”
“The aid will be implemented through MASHAV (Center for International Cooperation and Development of the Israeli Ministry of Foreign Affairs – ed.)—the national agency for international cooperation at the Ministry of Foreign Affairs of Israel and funded from the ministry’s budget.”
History of Israel’s assistance to Ukraine in water supply (2022–2025)
This package continues Israel’s humanitarian support, ongoing since the full-scale war began in February 2022. Israel has delivered food, medicine, and other essential equipment to Ukraine via air and ground routes and established a field hospital in the early weeks of the conflict.
Additionally, in the first quarter of 2025, Israel provided Ukraine with hundreds of electricity supply units for regions affected by shelling.
NAnews collected facts about Israel’s water supply assistance to Ukraine since the start of Russia’s full-scale aggression in February 2022.
Since February 2022, Israel has been systematically implementing projects to supply clean drinking water to populations affected by the war. Below are key stages and initiatives:
March 2022 – First aid package
Israel sent about 100 tons of humanitarian aid, including 10 mobile water purification systems designed for approximately 200,000 people, as well as emergency water supply kits for about 100,000 people. The shipment also included medicines, blankets, tents, and other essential materials for those affected by fighting.
July 2022 – Water purification stations in Mykolaiv
In Mykolaiv, where the water supply system was heavily damaged by fighting, Israel’s NGO IsraAID and the agency MASHAV installed four stationary reverse osmosis units. Within hours after installation, these systems provided clean drinking water to about 476,000 residents.
Winter 2022/23 – Support for Kyiv
In Kyiv, Israel and the State Emergency Service of Ukraine set up a heating, communications, and water supply point that provided electricity, internet, heat, and drinking water during the winter months. The equipment was later transferred to the Emergency Service for further use.
June 2023 – Emergency aid to Kherson region
Following the destruction of the Kakhovka Hydroelectric Power Plant, Israel organized the urgent delivery of over 200,000 liters of drinking water and more than 10 tons of food to the Kherson region. The water was purchased on the local Ukrainian market, with delivery coordinated by the Israeli embassy and Ukrainian volunteer organizations.
July 2023 – Watergen atmospheric water generators
Five mobile atmospheric water generators from the Israeli company Watergen were installed in Kherson and nearby areas. Each device can produce about 900 liters of drinking water daily, helping to supply water to around 700,000 people lacking access to centralized water supply.
October 2023 – Container water purification station in Mykolaiv district
In the village of Mykolaivske, an autonomous container water purification station with a capacity of about 1,500 liters per hour was installed. It provided round-the-clock access to clean water for about 1,000 residents. In February 2025, the station was damaged in a Russian attack but plans are underway for its repair and enhanced protection measures.
Late 2023 – Expansion in rural areas
- IsraAID deployed additional mobile water purification stations in rural communities of Mykolaiv region and upgraded pumps at eight wells in border areas of Mykolaiv and Kherson regions.
- This improved access to drinking water even during power outages.
October 2024 – New project phase
A new phase of projects was launched, involving installation of large filtration stations in Kryvyi Rih district of Dnipropetrovsk region and 20 compact water purification systems in schools and hospitals of Mykolaiv region. These measures are expected to provide clean drinking water to about 80,000 people.
February 2025 – Damage to IsraAID station
A Russian drone strike damaged an IsraAID container water purification station in Mykolaiv district. The station was temporarily out of service, forcing residents to rely on delivered water. Restoration with enhanced security measures is planned.
Important additions
- Israeli assistance is coordinated through the agency MASHAV — the national international cooperation agency at the Israeli Ministry of Foreign Affairs, ensuring systematic and long-term projects.
- The use of Watergen atmospheric generators is an innovative solution for regions with destroyed infrastructure where traditional water sources are unavailable.
- Besides technical aid, Israel supports Ukrainian volunteer and municipal organizations, increasing project effectiveness.
Significance and prospects
According to international organizations, millions of Ukrainians face difficulties accessing clean drinking water due to destruction caused by Putin’s aggression.
Israel’s aid, using modern technologies and equipment, is a vital humanitarian contribution to support the country.
For Israelis of Ukrainian origin and the entire Jewish community, this aid is also a symbol of solidarity and support for a close people in difficult times.
