The Israeli Ministry of Internal Affairs announced the launch of a new financial assistance program for refugees from Ukraine and other countries who were forced to leave their homes due to the war in the Gaza Strip. This initiative is aimed at supporting those who find themselves in difficult life situations and need help.
“As of October 7, 2023, the applicant was in Israel under the policy applicable to citizens of Ukraine, within the framework of the non-refoulement policy also in force for foreigners from Eritrea and Sudan, as well as minors and their immediate relatives from the Democratic Republic of the Congo.
In addition, he could have applied for political asylum no later than June 30, 2023, and at the time of publication of this announcement, his application was still pending or had already been approved.”
Conditions of participation: who can apply?
To apply for a grant, the applicant must meet a number of conditions:
- Date of entry into Israel. Refugees who entered the country before March 30, 2023, and are present in Israel at the time of application.
- Residence status. As of October 7, 2023, the applicant must have resided in Israel under the non-refoulement policy or applied for political asylum by June 30, 2023.
- Living in the affected area. A minimum of 3 months of continuous residence in one of the localities determined by government regulations before the outbreak of hostilities.
- Valid status in Israel. Availability of permission to stay in the country.
List of documents
To receive a grant, you will need to confirm your place of residence in the specified areas. The following documents are accepted:
- Receipts for payment of utilities;
- Certificates of place of residence;
- Documents confirming the education of children.
Payment amount
The amount of the grant depends on the age of the recipient:
- To 9000 shekels for adults;
- For minors, the payment is half the amount.
These payments are financed from a specially allocated budget of the Israeli Ministry of Internal Affairs. However, the total grant amount for all participants must not exceed NIS 3 million.
Application deadline
Applications are accepted within 60 days from the moment of publication of the official announcement. After this period, submission of documents will not be possible.

- Southern region: Sderot, Kfar Aza, Or HaNer and others;
- Northern region: Kfar Yuval, Metula, Kiryat Shmona and others.
