Ukraine is offering Syria a new format of relations – humanitarian aid instead of Russian destruction and justice instead of Putin-Assad terror.
Head of the Syrian Transitional Government Mohammed al-Julani And Head of the Ministry of Foreign Affairs of Ukraine Andrey Sibiga On December 30, 2024 we met in Damascus. They discussed bilateral relations and issues of cooperation between the countries.
Sibiga emphasized at the meeting that Kyiv is offering assistance to the new Syrian administration in collecting evidence, investigating and tracking crimes of the regime of former President Bashar al-Assad.
“We count on mutual recognition of the sovereignty of the two countries to complete the creation of a diplomatic mission in Syria,” the diplomat added.
As part of the “Grain from Ukraine” program, the first batch of flour in the amount of 500 tons has already been sent, which has already arrived in Syria.
“Ukraine remains a guarantor of food security even during war. We help others by opposing ourselves to Russia, which brought only bombs and destruction to Syria.”
Hassan al-Shibani, the head of the Foreign Ministry of the Syrian transitional government, who was present at the meeting, noted that it is planned to establish a strategic partnership between the countries at the political, economic and social levels.
Humanitarian assistance: Ukraine against the destructive policies of Russia
Ukraine has set a shining example of humanitarian diplomacy. As part of the “Grain from Ukraine” program, the first batch of flour in the amount of 500 tons was sent, which has already arrived in Syria. This is an unprecedented step, given the difficult internal situation in Ukraine itself due to the ongoing war.
Ukrainian Foreign Minister Andriy Sibiga stated:
“Ukraine remains a guarantor of food security even during war. We help others by opposing ourselves to Russia, which brought only bombs and destruction to Syria.”
These 500 tons of flour will provide food to more than 33 thousand Syrian families, which in total will affect about 167 thousand people. In the future, Ukraine is ready to increase supplies.
This humanitarian cooperation creates a powerful contrast with Russian policy in Syria. If Moscow exported weapons and caused destruction, then Kyiv provides help, resources and hope for restoration.
Investigation of the crimes of the Assad regime
One of the key aspects of the negotiations in Damascus was the discussion of justice issues. Andriy Sibiga stressed that Ukraine is ready to assist the new Syrian administration in collecting evidence and investigating the crimes of former President Bashar al-Assad.
The Ukrainian side offered assistance in the following areas:
- Legal expertise and exchange of experience in war crimes investigations.
- Organization of a database of victims of the regime.
- International support to bring those responsible to justice.
The Syrian side, represented by the head of the Foreign Ministry of the transitional government, Hassan al-Shibani, highly appreciated Ukraine's readiness for such cooperation.
Economic cooperation: recovery and development
Another important topic was the discussion of strategic partnerships. At a time when Syria is just beginning to recover from a devastating war, Ukraine has proposed a number of initiatives:
- Export of food, construction materials and equipment.
- Help rebuild infrastructure, including roads, schools and hospitals.
- Involving Ukrainian specialists in restoration projects.
Ukraine intends to focus on those sectors where it has historically been strong, such as agriculture, engineering and education.
Political signal to the world
These steps by Ukraine carry not only humanitarian, but also political significance. In the context of the ongoing conflict with Russia, Kyiv demonstrates the ability to be a reliable partner and ally even in the most difficult conditions.
For Israel, where the Syrian issue has always been part of the regional agenda, Ukraine’s interaction with the new Syria opens up opportunities to strengthen ties. This is especially important in the context of searching for new partners and maintaining stability in the region.
Table: Contrasting policies of Ukraine and Russia in Syria
| Parameter | Ukraine | Russia |
|---|---|---|
| Type of export | Humanitarian aid, food | Weapons, bombs, destruction |
| Target | Recovery and support of the population | Increased military presence |
| Bottom line | Support for peace initiatives | Destabilization and military conflicts |
The future of Ukraine and Syria: a new vector of development
Building relations between Ukraine and Syria opens a new page in international diplomacy. If Kyiv's efforts lead to stabilization of the situation in the region, this will be an important step towards creating a peaceful Middle East.
