Embassy of Ukraine in Israel August 14, 2024 announced the start of the process of changing the entry policy for citizens of countries with which Ukraine has a visa-free agreement, including Israel. Now all foreigners, including tens of thousands of Israelis planning trips to Uman for Rosh Hashanah, will be required to obtain an electronic visa.
Ambassador of Ukraine to Israel, Yevhen Korniychuk, confirmed by Maariv these changes and expressed the opinion that “they will come into force before the Jewish holidays of Rosh Hashanah,” which this year 2024 falls on the evening of Wednesday, October 2, 2024 – Friday, October 4, 2024.
The decision is related to a change in the rules for “entry and exit of foreigners from Ukraine,” which will require citizens of all countries, including Israel, to obtain electronic visas.
Maariv notes that “this decision is not directed exclusively against Israel, but affects all countries with which Ukraine has a visa-free agreement.”
However, the decision is causing concern among Israelis and Jewish communities as it could make travel to Uman more difficult.
The Breslav Association in Uman, Maariv writes, expressed surprise at the decision of the National Security and Defense Council of Ukraine and said that they are trying to postpone the entry into force of the new requirements until after the holidays. They emphasized that at the moment the changes have not yet entered into force and Israelis can visit Uman without electronic visas for now.
In addition, Maariv adds that during negotiations with the Ukrainian authorities, the possibility of postponing the introduction of electronic visas for Ukrainian citizens visiting Israel to a later date is also being discussed, so as not to create additional difficulties for travelers.

In this regard, any changes in Ukraine's visa policy concerning pilgrims from Israel cause them considerable concern, as they may affect the planning and organization of trips to Uman.
