The Institute for the Study of War (ISW) has reported that Russia plans to transfer weapons to the Houthis in Yemen, a move that experts say is evidence of Russian President Putin's desire to pressure the West and his growing dependence on Iran.

ISW experts believe that Russia views arming the Houthis as a response to the lifting of restrictions on Ukraine's use of American weapons to strike Russia. On June 6, 2024, Putin announced the possibility of launching symmetrical strikes against the West.
