“Banning the UN agency for Palestinian refugees (UNRWA or UNRWA) violates the conditions for Israel's admission to the UN,” argues Ministry of Foreign Affairs of Russia.

“UNRWA’s mandate is determined by UNGA resolution 302 (IV) and is valid until June 30, 2026. In 1949, Israel was admitted to the UN subject to the observance and implementation of two cornerstone UNGA resolutions – 181 with the Plan for the Partition of Palestine into two states (Jewish and Arabic) and 194 on Palestinian refugees under the care of UNRWA.

Thus, the adoption of these bills not only violates international law, including decisions of the UN General Assembly and the UN Charter, but also contradicts the conditions for Israel’s admission to the UN“.

Russia, continuing its policy of aggression in Ukraine, began a new round of pressure on Israel, hinting at expulsion from the UN. This move is aimed not only at “condemning Israel’s actions”, but also at supporting its allies among radical groups in the Middle East. Such actions demonstrate Russia's desire to increase influence in the region by exploiting anti-Western sentiment and supporting destabilizing forces.

Ministry of Foreign Affairs of Russia: “The ban on UNRWA is a collective punishment for millions of Palestinians, for whom UNRWA was and remains, in fact, the only and uncontested source of comprehensive support in the areas of humanitarian assistance, education, health and social services. Case in point: more than 650,000 Palestinian children will be deprived of education.”

Russia's hypocrisy is obvious – the country that destroyed cities in Ukraine is now trying to protect terrorists in the Middle East.

Russia's desire to destabilize the Middle East

By supporting its allies in the region, Russia is actually participating in creating instability in the Middle East. Cooperation with Iran and their support for terrorist groups such as Hamas and Hezbollah indicate Russia's intention to develop an “axis of evil” and weaken the West and Israel. The threat of Israel's expulsion from the UN, at the same time, looks like an attempt to impose its “alternative justice” in the region.

“Under these conditions, UNRWA was the last “lifeline” for Palestinians in Gaza at the cost of its own sacrificesV. 237 employees were killed (many entire families), about 200 objects were destroyed, dozens of people were arbitrarily detained. This was the largest single loss for the UN since its founding.”

Russia's goalsWays to achieve
Supporting allies in the Middle EastPolitical pressure on Israel and assistance to radicals
Destabilization of the regionSponsoring and diplomatic protection of terrorists
Weakening of the WestPropaganda and intervention in Middle Eastern conflicts

Ministry of Foreign Affairs of Russia: “We will make efforts on the platforms of the Security Council and the UN General Assembly.”

Supporting terrorist groups to destabilize is just part of Russia's strategy to increase chaos in the world.

Diplomacy to cover up one's own crimes

Russia's aggressive rhetoric against Israel and attempts to jeopardize its UN membership serve as a distraction from its own crimes. Moscow, seeking to avoid condemnation for its actions in Ukraine, is using international platforms to shift blame and distract attention. For Moscow, supporting terrorists and undermining peace in the Middle East is part of a broader policy to undermine international norms.

Ministry of Foreign Affairs of Russia: “Israel has not provided evidence.”

“However, so far, despite a number of UN requests, The Israeli side never provided evidence to support its accusations. Conducted an independent review and internal audit of the Agency’s activities found no violations and confirmed compliance with the principle of neutrality.”

Meanwhile, Russia actively supplies weapons to groups that threaten Israel and openly supports Iran, an ally of Hamas and Hezbollah.

Conclusion: Russia's policy of double standards

Russia uses the UN as a platform for attacks on Israel, trying to promote its interests and its allies among radical regimes and groups. The threat of Israel's expulsion from the UN looks like a maneuver by an aggressor who benefits from increased instability and the weakening of Western allies in the region.
