According to the OECD report, the share of young people without secondary education has increased in Israel over the past 10 years, while it has decreased in other developed countries. The share of young people aged 25–34 without education was 9%, compared to the OECD average of 14% in 2023.

The unemployment rate of youth aged 18-24 in Israel has reached 16.8%, which is higher than the average of developed countries. This is a concern, as it could become a problem related to social disadvantage and increased crime among young people.

The report notes that secondary school teachers in Israel are paid significantly less than their counterparts in other countries. The salary for a starting teacher is $31,400 per year, which is 30% lower than the average in developed countries.
