The first step towards introducing “multiple” citizenship has been approved in Ukraine – but not for everyone

Multiple citizenship will not be available For:

• Citizens of countries that do not recognize territorial integrity of Ukraine.
• Citizens of aggressor states, primarily Russia.

The Verkhovna Rada of Ukraine has taken the first step towards legalizing multiple citizenship. Bill No. 11469initiated by President Vladimir Zelensky, received support in the first reading on December 17, 2024.

This document opens up new opportunities for Ukrainians abroad, as well as for foreign citizens, but with significant restrictions.

What does bill No. 11469 provide for?

The bill simplifies obtaining Ukrainian citizenship for foreigners and stateless persons who serve or have served in the Armed Forces of Ukraine, the National Guard or the State Special Transport Service.

The document also creates conditions for preserving the citizenship of Ukrainians who were forced to go abroad due to the war, and for their return to Ukraine.

The bill allows multiple citizenship for

• children born abroad;
• In case of adoption of a child with another citizenship;
• Ukrainians who received citizenship of another country after marriage;
• Foreigners from countries that recognize the territorial integrity of Ukraine.

Let us remind you that according to Article 4 of the Constitution of Ukrainein Ukraine there is single citizenship. Zelensky's bill on multiple citizenship proposes to legalize the possibility of having multiple citizenships, but with certain exceptions.

However, he excludes citizens of aggressor countrieswhich is especially important in the context of the war with Russia.

How did the Verkhovna Rada vote?

The basis of the bill voted 247 deputies. At the same time, the parliament instructed by a separate vote to appeal to Constitutional Court of Ukraine to evaluate the draft law for compliance with the Constitution.
