At the United Nations, Russia's attempt to make a manipulative change in the process of approving the scale of assessments of member states for the next three years failed. According to the permanent representative of Ukraine to the UN, Sergei Kislitsa, the Russians tried to blame the UN Secretariat for not taking into account the residents of Crimea as the population of Ukraine.
Statistics and recommendations of the relevant committee recommend approving a scale of contributions every three years to distribute the Organization's expenses for the next period, in this case for 2025-2027. The UN Secretariat does not recognize the residents of Crimea as residents of Russia, which causes dissatisfaction on the part of Moscow.
The Russian delegation introduced the amendment before the final vote on December 24. They expressed surprise that the UN Secretariat considers resolutions regarding Ukraine, but does not adhere to other resolutions, and also suggested that UN program managers be held accountable.
The Ukrainian delegation countered this with a statement that Russia’s goal was to accuse the UN Secretariat of violating other resolutions. As a result, Russia's attempt to pass the amendment was unsuccessful, and the draft resolution was adopted without its proposals. The voting showed support for the document from 151 countries, and only five countries, including Russia, were against it.
At the General Assembly, the situation repeated itself: 157 countries voted for the resolution without the Russian amendment, and the same five voted against it.
