The Israeli Ministry of Foreign Affairs intends to purchase from the Ukrainian company GARANT BUD ODESSA PLUS five mobile reinforced concrete shelters for the Sumy region. Each is designed for 50 people. The documents include the price, payment terms, configuration, and installation period, and the manufacturer’s website features an above-ground shelter of exactly this capacity. There is no contract for the completed delivery yet: the procedure still allows for objections from other suppliers.

The purchase of mobile shelters by Israel for Ukraine is reported by NANews — Israel News based on a Ministry of Foreign Affairs document dated October 20, 2026, and a state registry card published on October 22 under number 4000623163. The order is being prepared by the Israeli Agency for International Cooperation MASHAV and the embassy in Kyiv. The structures are intended for public places in Sumy, where the population faces daily Russian missile, aviation, and drone attacks.

MASHAV is a structure of international cooperation of the Ministry of Foreign Affairs, not a military division. The Ukrainian Sumy region is located near the Russian border. The order is placed in Ukraine and does not imply the shipment of ready-made Israeli structures.

Ministry of Foreign Affairs document: three proposals, one selected company

The notification names the company Garantbudplus LLC, also listed as GARANT BUD ODESSA PLUS. To select a supplier, the Israeli side received three price proposals from three Ukrainian companies. The other two participants are not named in the published two-page document, and their prices are absent. The choice of contractor is explained by production, installation, Ukrainian standards, and embassy control.

The price of the selected proposal is 14,585,000 hryvnias excluding VAT, approximately 327 thousand dollars. With VAT, the amount reaches 17,500,000 hryvnias. One structure costs 2,917,000 hryvnias without tax, or about 65,400 dollars. The price includes the manufacture, transportation, and installation of all five shelters.

Payment terms are separately specified on the first page: 25% in advance and 75% after delivery. Production, delivery, and installation should take no more than 30 days from the date of order. The proposal does not include warranty service or subsequent technical maintenance of the shelters. The person responsible for further repairs is not specified.

The Israeli procurement card allows objections until November 11, 2026, 13:00, and the expected contract period is from November 12 to December 12. The procedure for concluding a contract with a local foreign supplier under rule 3(31)(a) is applied. The procurement commission is still being asked to approve the contract, so these dates cannot be considered confirmation of payment or delivery. They relate to the procedure, not to shelters already received by the Sumy region.

Shelter for 50 people: manufacturer model and equipment

On the official GARANT BUD PLUS website, there is a separate page “Shelter for 50 people” in the section of above-ground shelters. This is a direct match with the capacity indicated by the Israeli Ministry of Foreign Affairs. However, the departmental document does not contain an article number, drawing, or dimensions of the ordered structure, so a specific modification from the catalog cannot be considered definitively secured by the contract. Photos from the company’s page cannot be presented as images of shelters already installed in Sumy.

The equipment requirements are detailed. Each shelter must have a sturdy outer blast-proof door and a protective valve against shock waves, main and emergency lighting, sockets, an electrical panel with a connector for autonomous power or a generator, benches, a first aid kit, and two fire extinguishers. The structures are to feature the logo and inscription of the Israeli Ministry of Foreign Affairs — MASHAV. In total — 250 places.

The document claims that the model has passed strength tests in an accredited laboratory, checks according to Ukrainian radiation standards NRBU-97, and field tests by the National University of Civil Protection of Ukraine. Protocols and test results are not provided in the published two pages. Therefore, the document does not provide grounds to promise protection from a direct hit by a specific missile or aerial bomb: the declared tests and confirmed level of protection are different pieces of information.

GARANT BUD PLUS has another history of working with the city. In September 2026, the company won a separate tender in Sumy for 20 mobile shelters with a proposal of 41.5 million hryvnias excluding VAT; as of October 20, the contract for this tender had not yet been concluded. Its technical documents feature PMU-3 models for 20 people measuring 3.10 × 10.39 × 2.86 m and PMU for 30 people measuring 3.10 × 12.50 × 3.06 m. These products cannot be equated with the Israeli order for 50 places, nor can the prices of the two procedures be compared without identical specifications.

Why Sumy needs shelters and what is known about Israel’s assistance

Oleg Grigorov, head of the Sumy Regional Military Administration, reported on October 20, 2026, about negotiations with representatives of the Israeli embassy led by Mila Tzur. The region was then expecting assistance in the volume of four to five shelters. Already on October 22, the Israeli registry clarified the plan to five structures. In an interview on October 30, Deputy Ambassador Tzur confirmed work on shelters for Sumy and allowed for assistance to other regions of Ukraine, but no new contracts or budgets for them were announced.

This is a continuation of the topic that NANews covered in a material on Tzur’s position on Israeli mediation between Ukraine and Russia. Since the beginning of autumn, the diplomatic mission has been headed by the new ambassador Roi Rosenblit; we separately reported on his assessments of Ukrainian defense and humanitarian projects. The Ministry of Foreign Affairs document links the initiative with the appeal of the Israeli ambassador in Kyiv and the request of representatives of the Sumy region, but does not name the initiator by name.

As of October 20, according to regional authorities, Russia launched almost 40 strikes on 21 settlements in the Sumy region in one day. On the morning of October 31, a drone hit the balcony of a multi-story building in Sumy; there were also reports of strikes on civilian infrastructure. The addresses of the five new structures have not yet been published.

The overall assessed need of the region is 863 mobile shelters for 53,643 places: Romensky district — 341, Sumy — 281, Shostka — 140, Akhtyrka — 79, and Konotop — 22. Separately, the city program “Safety Route. Sumy” declares a need for 225 objects; by mid-October, 12 were installed as part of this project. The program provides for 200 million hryvnias, of which 190 million are provided by the Zhytomyr, Rivne, and Khmelnytsky regions, and another 10 million by the regional budget.

Other international projects are running in parallel. In early October, the Sumy region concluded an agreement with the Latvian side and a Ukrainian manufacturer for six shelters for 50 people. Four are planned to be delivered in 2026, two in 2027; the first batch is estimated at almost 285 thousand euros. The Israeli five shelters are a separate procedure and separate funding, not part of the Latvian batch.

Israeli humanitarian aid to Ukraine is not limited to this purchase. Previously, the country organized the field hospital “Kohav Meir,” which served about seven thousand patients, provided armored ambulances, generators, water purification equipment, and medical programs. NANews also reported on Israel’s cooperation with the Kyiv region on rehabilitation and training of specialists and the complexities of building shelters in Kyiv. But mobile structures for Sumy should not be confused with Israeli apartment protected rooms — mamads: in purpose, they are closer to standalone “migoniot.”

As of October 31, 2026, the intention to purchase five structures, the selected contractor, preliminary price, and technical conditions are officially confirmed. The signed contract, payment confirmation, final addresses, installation schedule, and acceptance documents have not been published. The next verifiable date in the Israeli procedure is November 11, when the objection period expires.
