Iran plans to resume arming Hezbollah and has chosen a new route that will bypass Damascus. Even with Syria refusing to be a transit point, Iran is not backing down from its proxies. They are looking for a new route to smuggle weapons.

Damascus used to be Hezbollah's main smuggling hub, but Iran is now looking towards Beirut. Direct flights from Tehran have already been restored, Iranian planes bypass Syria and fly to Beirut from the sea. Iran's plan could violate the agreement between Israel and Lebanon, and it is unclear how Israel will react.

Rebels in Syria have banned Iranian aircraft from flying in their airspace. This will make it difficult for Hezbollah to rebuild its military capabilities and to move Iranians around the region. Smuggling weapons into Lebanon will also be difficult.
