The Palestinian terrorist organization Hamas has refused to participate in a new round of talks. The Israeli government will send a delegation to the talks, but Hamas has demanded a concrete plan to implement the proposal from the United States and its allies.

At the same time, American officials insist that talks in Doha are still possible. Three Iranian officials, speaking on condition of anonymity, said that only a cease-fire in Gaza would prevent Iran from directly retaliating for the killing of a Hamas leader on its territory last month.
