At a meeting of the Knesset Committee on Internal Affairs and the Environment, the problem of the lack of bomb shelters in Arab settlements was raised. It is obvious that the protection of the lives of the Arab population from rocket attacks is at an insufficient level – for example, more than half of the Arab population does not have the necessary shelters.

The State Comptroller found that the situation is particularly acute because a large proportion of Arab public schools and communities do not have the necessary protections. The Bedouins in the Negev in particular found themselves at increased risk: during the three months of war, seven Bedouins, including six children, were killed by rocket attacks.

Responsibility for equipping air-raid shelters lies primarily with local authorities and owners of private homes. However, it is also a problem that areas where secure shelters can be installed are often inaccessible to the trucks that deliver the bomb shelters, making them difficult to deploy.
