Visit Without Arrest
Hungary has indicated that Putin need not fear arrest under the International Criminal Court’s warrant if he arrives in Budapest for a summit with Donald Trump.
Hungarian Foreign Minister Péter Szijjártó stated that the date and details of the meeting will be announced after the completion of preparatory negotiations between the countries.
Security Guarantees
Szijjártó emphasized that Hungary is ready to provide safe conditions for the negotiations. Budapest, according to him, is one of the safest capitals in the world.
The minister also noted that Putin will be able to enter and leave the country without hindrance.
“We respectfully await President Putin,” he added.
Context and Consequences
In March 2023, the International Criminal Court issued a warrant for Putin’s arrest for the illegal deportation of children from Ukraine. This means he could be arrested in any ICC member country.
In April 2025, Hungary announced its intention to withdraw from the ICC, which caused concern among the court’s leadership. The Hungarian Parliament voted for the withdrawal, which will take effect one year after notifying the UN.
Until that moment, Hungary is obliged to execute arrest warrants, including the warrant for Putin.
