Members of the “coalition of the willing” — a group of about 30 countries, collaborating with France and the United Kingdom, met in Paris on September 4, 2025, to discuss security issues for Ukraine after the end of the war. French President Emmanuel Macron emphasized that an agreement on reliable security guarantees has already been prepared. According to him, Europe is ready to provide Ukraine with such supportive measures immediately after the signing of a peace agreement.

Some leaders of the countries participating in the discussion were personally present at the meeting in Paris, while others joined online. Among those who arrived was Ukrainian President Volodymyr Zelensky. It is also reported that the special envoy of the USA, Steve Witkoff, left the meeting 45 minutes after it began.

The first stage of negotiations took a little over two hours. After this part of the conversation, Zelensky continued discussions with Witkoff, and then planned to meet with US President Donald Trump.

UK Prime Minister Keir Starmer, after the negotiations, declared support for those countries ready to supply Ukraine with long-range missiles. He also noted that Russian President Putin cannot be trusted due to his stalling of peace negotiations and continued attacks on Ukraine.

According to Czech Prime Minister Petr Fiala, a full consensus has been reached among participants on the need for further support for Ukraine. Leaders concluded that it is necessary to strengthen assistance to protect the country and create conditions for a just peace.

Possible security guarantees may include the presence of military personnel in Ukraine after the end of hostilities, although this issue still causes disagreements among participating countries. It is unclear who and to what extent is ready to act, and whether there will be agreements obliging countries to assist Ukraine in the event of new aggression.

Sources from the Financial Times report that on the issue of sending soldiers, the coalition is divided into three groups: some countries are ready to send their military personnel (for example, the United Kingdom), others are not (like Italy), and many have not yet decided (for example, Germany). In August, it became known that about 10 countries are ready to send their soldiers to support Ukraine.

Germany, a major military power, does not yet plan to send its troops. According to the country’s Chancellor Friedrich Merz, this will only be possible after a truce is concluded. He noted that allies are working on strengthening the Ukrainian army, which will become an important security guarantee.

According to The Washington Post, security guarantees may include ideas about deploying troops away from the conflict to deter Russia from new attacks. Another aspect is the training of Ukrainian military personnel to enhance their defense capabilities. European countries, as it turns out, are striving to involve partners from countries far from Europe in ensuring security.

It was reported about the position of the USA, which does not intend to send its troops to Ukraine, preparing to provide support from the air and supply intelligence data. They are also ready to offer assistance in creating air defense zones. Details of the decisions being made remain unavailable.
