Zelensky named the countries with which the norms on multiple citizenship will be applied first (not Israel yet)

This is reported by Channel 24, referring to the statement of President Volodymyr Zelensky on August 26, 2025. During the communication with representatives of the World Congress of Ukrainians, important aspects of the adopted law on multiple citizenship were discussed.

Initially, the norms concerning multiple citizenship will be applied in countries such as Germany, Poland, the Czech Republic, as well as in the USA and Canada. These states are characterized by the president as partner countries.

Previously, the Baltic states were also mentioned as potential participants.

It is important to note that multiple citizenship implies the recognition of a person’s status as a citizen of more than one country according to their legislation. According to the information, more than 130 countries agree with this provision today, including significant EU members, the USA, Canada, the United Kingdom, Switzerland, and Israel.

The legislative initiative on multiple citizenship was introduced by Zelensky in parliament in 2021, but at that time it did not receive support and was postponed. In August 2024, the president reintroduced the bill, which eventually sparked active discussion, generating more than 1300 amendments, most of which were rejected. The Verkhovna Rada approved the law on multiple citizenship on June 18, 2025, and the document was signed by Zelensky on July 15.

However, it should be noted that the law does not grant the right to any foreign citizenship, but only to those that will be approved in a special list by the Cabinet of Ministers.
