Palestinian refugees are in a tent camp in the south of the Gaza Strip. The Select Committee expressed concern about Israel's possible “use of famine as a weapon during the war and support of apartheid in the West Bank, including East Jerusalem.”

The document notes that the difficult conditions in the Gaza Strip are leading to an increase in civilian deaths, as well as an increase in miscarriages and stillbirths.

“As the conflict escalated, Israeli officials maintained policies that limited civilian access to food, water and fuel. This demonstrates the intention to use vital resources to achieve political and military goals,” the report said.

The committee also noted that it had not received a response to requests for visits to the Gaza Strip, West Bank, Golan Heights and Israel. On November 13, European Union High Representative Josep Borrell proposed suspending the political dialogue with Israel due to possible human rights violations during the military operation in the Gaza Strip.
